Boards & Commissions

The City of Brownsville is interested in citizens serving as members of our boards and committees.  As community leaders, citizens can provide an invaluable service to the City through board or committee membership and participation.  Members volunteer many hours annually, by sharing their time and expertise, while learning more about the City through their membership.

Some of the City's boards and committees are required and established by state stature, while other result from provisions of the City's Home-Rule Charter or from local ordinances.  Boards and committees address such subjects as planning and zoning, transportation, parks, library, aviation, health, and building inspection.  Although many boards and committees are advisory only, their influence and value can be significant as they make recommendations on a wide range of topics that eventually come before the City Commission.

It is important for board and committee members to remember that the City Commission, not the board or committee, is ultimately responsible to the citizens.  In some cases, a board or committee recommendation will not be implemented despite the boards and committee's best public involvement effort.  It should be understood that the City Commission's area of responsibility and concern is very broad and there are many factors that influence City Commission decisions.

Airport Advisory Board – The Airport Advisory Board was created by Ordinance No. 103-3, Subsection 1.  The board considers all matters pertaining to the business, operation, conduct and use of the Brownsville/South Padre Island International Airport and all of its facilities and improvements.

Animal Shelter Advisory Committee (Brownsville Animal Regulation & Care [BARC] Advisory Committee) – The Animal Advisory Committee was created by Ordinance No. 88-1169 on February 16, 1988, amended by Ordinance No. 98-1169-A on May 5, 1998, dissolving both the Animal Advisory Committee and the New Animal Shelter Advisory Committee, and creating the Animal Shelter Advisory Committee by adding Section 7-60 of the City Ordinances and amended by Ordinance No. 2006-1169-B on March 21, 2006. The committee oversees the operations of the animal shelter, and suggests necessary modifications to the City of Brownsville Code of Ordinances relating to animals and animal control.

Brownsville Beautification Committee (BBC) – The Beautification Committee was created by Ordinance No. 91-1234, amending Chapter 26 of the Code of Ordinances by adding Article X, establishing a Beautification Committee, and amended by Ordinance No. 2001-1234-A.  The committee develops an annual plan outlining the committee’s recommendations for the upcoming fiscal year and presents it to the City Commission prior to July 31st of each year and prepares any additional City Beautification duties as determined by City Commission.

Board of Adjustment – The Board of Adjustment was created by City Zoning Ordinance No. 235, Section 17, as described under Section 311.008 of the Local Government Code.  The board authorizes in specific cases, a variance from the terms of a zoning ordinance if the variance is not contrary to the public interest and due to special conditions, a literal enforcement of the ordinance would result in unnecessary hardship.

Brownsville Border Film Advisory Committee – The Brownsville Border Film Advisory Committee was created by Resolution No. 2003-036, adopted October 7, 2003, amended with Resolution No. 2004-021 on May 4, 2004, and amended by Resolution No. 2008-051 on May 6, 2008.  The committee promotes the City of Brownsville as a worthy location for film, television, documentary and commercial productions, and provides without fee as a profit motive, location scouting assistance, liaison services and research among the community, production companies and government.

  • Each member shall be appointed by the City Commissioner, with the exception of the Film Commissioner who shall be appointed by the City Manager.  One (1) member shall be appointed by the Brownsville Border Film Advisory Committee, to represent the City of Matamoros, Tamaulipas, Mexico
  • Seven (7) members appointed by the City Commission
  • One (1) City Commissioner
  • Three (3) members appointed by the Film Commissioner



Brownsville Citizens Advisory Committee (BCAC) – The Brownsville Citizens Advisory Committee was created by City Commission in 1975.  Resolution No. 2002-012 was adopted on February 19, 2002, Resolution No. 2006-010 as adopted on February 7, 2006, and Resolution No. 2007-041 as adopted on July 31, 2007, to implement new regulations of the U.S. Department of Housing and Urban Development.  The committee conducts public hearings, public meetings, solicit proposals, reviews all evidence, testimony and proposals given at hearings.  Furthermore, it formulates and makes recommendations to the City Commission a spending plan for:  Community Development Block Grant, HOME Investment Partnership Program, American Dream Down Payment Initiative and the Emergency Shelter Grant Program.

  • Eight (8) district members, who shall reside inside the CDBG eligible census tract or block groups
  • Seven (7) at-large members, who shall reside inside the city limits
  • Two (2) at-large citizens, who shall be appointed by At-Large Commissiners
  • Three (3) at-large citizens, who shall be appointed by the Mayor



Brownsville Community Improvement Corporation (BCIC) – The Brownsville Community Improvement Corporation is a non-profit established in accordance with the Texas Development Corporation Act of 1979, codified by Section 13 of Article 5190.6 of the Texas Revised Civil Statutes.  It was approved by the voters a Proposition Number 1 on an election held November 6, 2001.  Ordinance No. 2001-1384, approved on November 20, 2001, approved the returns on the election held on November 6, 2001.  The Articles of Incorporation were adopted by the City Commission April 23, 2002.  The board’s purpose is to fund the quality of life projects in the City of Brownsville through ¼ cent sales tax funds.

Brownsville Housing Authority (BHA) – The Brownsville Housing Authority was created through a resolution adopted on March 24, 1938.  The board’s purpose is to provide housing subsidies to needy families, work with the Section 8 Housing Program that encourages and requires residents to invest their time and energy by working and/or attending school toward an education.

Meeting Time:  Fourth Monday of the month, 5:30 p.m.

Brownsville Convention and Visitors Bureau (BCVB) – The Brownsville Convention and Visitors Bureau functioned as a division of the Brownsville Chamber of Commerce until June 8, 1988, when it was incorporated as a non-profit 501c(6) corporation with the State of Texas, and has its own organizational bylaws.  The board manages all business affairs of the Corporation under the direction of its Board of Directors and may delegate specific powers to the Executive Committee or other committees.

Composition:  Eleven (11) Members:

  • Each member shall be appointed by the City Commission
  • The City Commission shall appoint five (5) of the eleven (11) directors, and three (3) additional ex-officio, of which shall be, one (1) City Commissioner, and two (2) hoteliers
  • The Brownsville Convention and Visitor's Bureau, shall appoint six (6) of the eleven (11) directors, one (1) of which shall be a hotelier



Brownsville Public Library System Advisory Board – The Brownsville Public Library System Advisory Board was created by Ordinance No. 91-1245 as adopted on January 7, 1992, and amended by Ordinance No. 93-1245-B, which was adopted on April 30, 1994; Ordinance No. 96-1245-A as adopted on January 30, 1996 and amended by Ordinance No. 2007-1245-B, as adopted on February 6, 2007.  The committee prepares an annual report with appraisal of the Library System’s goals and objectives and to review specific plans of action and time tables for priorities of the Advisory Board and the Library System.

Brownsville Public Utilities Board (BPUB) – The Brownsville Public Utilities Board was created by Brownsville City Charter, Article VI. adopted December 9, 1971.  The board has complete authority and power with reference to the control, management and operation of the power and light, water and sewage systems owned by the City of Brownsville, Texas, and the expenditure and application of the revenues of the system.

Building and Standards Commission – The Building and Standards Commission was created by Ordinance No. 90-1212, as authorized by House Bill 1587 and amended with Ordinance No. 2008-1485 on May 20, 2008.  To review and act upon the proposed condemnations of vacant buildings in the City.

Capital Improvements Advisory Committee (CIAC) – The Capital Improvements Advisory Committee is under Chapter 395 of the Texas Local Government Code (particularly Sections .058, .056, and .0575(c)) and Chapter 314 of the City Code (per Ordinance Number 2006-1100.39 enacted on October 8, 2006).  Serves in an advisory capacity and shall have the only authority granted to it by those provisions of the state law or city ordinance.

  • Three (3) of the members must be representatives of the real estate development, or building industries who are not employees or officials of a political subdivision or governmental entity
  • One (1) member must be a representative of the city's extraterritorial jurisdiction
  • The CIAC shall not hold any meeting during any period when it is out of compliance with the two requirements above
  • Four (4) members

Civil Service Commission – The Civil Service Commission was created by Ordinance No. 361, adopted on February 26, 1948, and in accordance with Chapter 325, Acts of the Texas Legislature, Regular Session, 1947, and amended by Ordinance No. 361-A and Ordinance No. 361-B.  The purpose of the commission shall be to, establish a civil service system for firemen and policemen, be sympathetic to the principles of the merit system, and to provide duties as set forth in Section 143 of the Texas Local Government Code and as required through the Union's contract.

Environmental Advisory Committee (EAC) – The Environmental Advisory Committee was created by Ordinance No. 2009-911-E, on January 5, 2009 and amended by Ordinance No. 2010-911-F, adopted on September 20, 2010.  The committee monitors the effects of Ordinance Number 2010-911-F, troubleshoots any issues with the application enforcement of this ordinance and reports their findings to the City Commission.  (Seven (7) members:  Two (2) Operating a business in Brownsville, One (1) City Commissioner, Two (2) Healthy Communities Representatives, One (1) Brownsville Chamber of Commerce, One (1) Brownsville Beautification Committee).

Entertainment District Public Improvement District Advisory Committee (ENT-PID) –  The Entertainment District Public Improvement District Advisory Committee was created by Resolution No. 2010-052, on July 2010, under the authority of the Texas Local Government Code, Section 372.008.  The committee creates an improvement plan for the Entertainment District PID and reports its activities to the City Commission.

Greater Brownsville Incentives Corporation (GBIC) – The Greater Brownsville Incentives Corporation is a non-profit corporation as established in accordance with the Texas Development Corporation Act of 1979, codified by Section 13 of Article 5190.6 of the Texas Revised Civil Statutes the bylaws were adopted on February 24, 1991.  The board’s purpose is to purchase land, buildings and equipment and providing incentives to the local industries.

Heritage Council – The Heritage Council was created by Ordinance No. 1100, adopted August 28, 1985, amending Chapter 26 of the Code of Ordinances by adding Article VII and VIII, and amended by Ordinance No. 99-1100.27, adopted on June 1, 1999.  The board issues certificates of appropriateness Class “A” Permit authorizing the total or partial alteration of a structure which is zoned as a heritage site either in the heritage Landmark District or in a Heritage Overlay District.

Parks and Recreation Advisory Committee – The Parks and Recreation Advisory Committee was created by Ordinance No. 91-1232, amending Chapter 24 of the Code of Ordinances by adding a new Section 24-15.  The committee makes recommendations with reference to park management and operations and shall provide guidance and advice regarding improvement and maintenance of the City’s parks.

Paseo de la Resaca Landscaping and Lighting Maintenance District – The Paseo de la Resaca Landscaping and Lighting Maintenance District was created in conformance with Chapter 372 of the Texas Local Government Code and was adopted by Resolution on September 24, 1996, and amended by Resolution No. 2001-087 on December 11, 2001.  The board’s purpose is to improve landscaping, lighting and establish or improve parks and / or park like facilities.

Planning and Zoning Commission – The Planning and Zoning Commission was created by Ordinance No. 93-1100.16, under Chapter 212 and Chapter 395 of the Texas Local Government Code.  The commission acts as the capital improvements advisory committee under Chapter 395 of the Texas Local Government Code and adopts rules for the efficient transaction of all its business.

Special Needs Advisory Committee – The Special Needs Advisory Committee was created by Resolution No. 2008-068, adopted on August 19, 2008, and amended by Resolution No. 2011-030 on April 5, 2011.  The committee shall monitor and assess the City’s policies, practices and procedures with respect to accommodating special needs persons and recommends any appropriate changes in those policies, practices, and procedures and accommodations to the City Manager, or his designee, and to the City Commission.

Transit Advisory Committee – The Transit Advisory Committee was created by in 1991 as amended by the bylaws accepted on January 10, 2003.  The committee shall monitor the performance of Brownsville Urban System quality statistical reports, reviews requested and proposed service, policy and procedure changes to assure that user and institutional needs have been addressed.
